Bio

Prof Florence Ling obtained her Bachelor of Science (Building) (First Class Honours, 1987) and her PhD (1999) at NUS. She also obtained MSc (International Construction Management) from Nanyang Technological University in 1992 and was awarded the Guthrie Gold Medal for being the top student. She is a professional quantity surveyor and has been a faculty member in the NUS Department of the Built Environment (previously known as Department of Building) since 1995. Prof Ling teaches undergraduate courses: Project Cost Management, Project Feasibility and Fundamentals of Project Management.Prof Ling’s research is in project management, focusing on performance improvement of construction projects, increasing competitiveness of construction enterprises, and human resource management in the built environment sector. She has published more than 160 international refereed journal papers and several of her publications are among the most frequently cited papers in international construction research. She is editor/editorial board member of Project Management Journal, International Journal of Project Management, ASCE Journal of Civil Engineering Education, and Built Environment Project and Asset Management. She is/was also the external examiner of Universiti Malaya, Universiti Sains Malaysia and Universiti Tunku Abdul Rahman in Malaysia. Professor Ling has garnered numerous teaching, research, professional and service awards. Her teaching awards include the NUS Teaching Excellence Awards (2001 – 2006) and NUS Teaching Honour Roll (2008). She won the Pacific Association of Quantity Surveyors Academic Excellence Award (2010) and Emerald Literati Network Highly Commended Awards (2006, 2013, 2014 & 2017). She received the Public Administration Medal (Bronze) in 2016.Professor Ling is an accredited professional quantity surveyor, a Fellow of the Singapore Institute of Surveyors and Valuers (SISV), and a Member of the Royal Institution of Chartered Surveyors (RICS). She is also a member of the Pacific Association of Quantity Surveyors Research Committee. She has been appointed to committees in Singapore government agencies such as Ministry of Manpower, Ministry of Law, Ministry of National Development and Building and Construction Authority. She is a member of the panel of assessors under the Appeals Board (Land Acquisition), Ministry of Law.
